The Blueprint for Brain Gain: How Dr. Sampedro’s Industry 4.0 Work and DOST’s Balik Scientist Successes are Transforming the Philippines

Dr. Gabriel Sampedro has concluded his six-month stint as a Balik Scientist with the Department of Science and Technology–Metals Industry Research and Development Center (DOST–MIRDC). His work heavily supported the CUATRO Program, a manufacturing initiative pushing for Philippine Industry 4.0 automation, robotics, and Internet of Things (IoT) adoption.

While Sampedro’s tenure focused on building collaboration frameworks, standardizing tech-needs assessments, and preparing for the International Metals and Engineering Conference, he emphasizes that this departure is only a transition point:

“It has been a short six months pero ang dami na naming nagawa and I’d say madami pang magagawa… Even if my stint here at the MIRDC is going to end today, the doors are definitely still open and alam naman natin na madami pa tayong magagawa together.”

Sampedro will continue driving cross-border research and university internationalization through his startup, Philippine Coding Camp, notably via the upcoming Southeast Asian Stakeholder Summit on Generative AI for Education – Philippines 2027.

The Balik Scientist Landscape: High Standards & Huge Returns

The Balik Scientist Program (Republic Act No. 11035) serves as the country’s premier brain-gain mechanism. However, DOST Undersecretary Leah J. Buendia notes that entry into the program involves selective, rigorous vetting:

“Actually, hindi automatic ha, na kapag gusto mong mag-trabaho dito, automatic na kukunin natin. Hindi, may criteria na sinusunod. Hindi pwedeng bagong graduate lang or naga-aral lang doon (overseas), may criteria.”

Despite its initial lack of resources, the undeniable commercial and structural outcomes forced the government to institutionalize and scale its funding, as Usec. Buendia explains:

“It started off just as a program sa amin, sa DOST, halos walang pondo, but because they found out that it’s a very good way of bringing back our scientists, pinondohan na nila. Nagbigay din sila ng mga tao for regular positions para tumulong.”

Notable Breakthroughs: From Lab Benches to E-Commerce and Biosecurity

1. R&D to Retail: The University of San Agustin Health & Beauty Project

“Maraming projects pero ang isa kong nakikitang project ay (the one) with University of San Agustin. Bumalik ‘yung mag-asawa, naghikayat pa sila ng ibang scientists abroad na bumalik, parang may lima pa silang nahikayat pa, working with the University. Nag-create sila ng mga laboratories, nakahanap sila ng active ingredient from cadios na binigay nila sa isang pharmaceutical company industry. Ngayon they are already marketing pang beauty products. Isa ‘yung sa mga impact, from research, nakakonekta sila sa industry, diretso. Nasa Shopee na, nasa Lazada na. Ang laki nung impact for the economy, for the university and even for the industry.”

“Sa ngayon, they’re helping out functional food, anong meron sa cacao? Anong meron sa pineapple na nakakabuti sa katawan? Nakagawa sila ng research dyan. They can attest na, for example ‘yung cacao can be anti-oxidant pero chocolate siya. So, kapag kinakain mo, anti-oxidant na pala siya pero parang kumakain ka lang ng natural na (chocolate) pero may epekto na pala sa katawan. Pero kailangan the chocolate is 60-70% dark chocolate, para maging functional ‘yun (pagiging anti-oxidant niya). ‘Yung pineapple, nakita nila na it is a functional food for the heart. Nakakagaling sa puso, for those who have heart problems. So, may mga ganyan. Marami pa, it will take us one week for me to tell all of them, kasi marami nang nagagawa ang ating mga balik scientist.”

2. Protecting Livestock: Food Supply Infrastructure & Vaccine Development

“‘Yung isa, nag-stay for good. Ngayon, sila ‘yung nagme-maintain ng mga manok ng Jollibee, para hindi magkasakit at hindi dapuan ng flu. Sila din ‘yung malapit nang makagawa ng vaccine for the ASF (African Swine Fever). Nagtayo siya ng sariling kumpanya niya. So, iniwan niya buong pamilya niya sa Amerika, sinabi niyang uuwi lang siya. Pero nagtayo siya ng isang manufacturing dito. Ang maganda doon, he’s hiring very intelligent young people. Mga batang researchers na tine-train on how to do things and may connection sa industry. So, marami pang very good stories sa Balik Scientist (Program)…”

Ultimately, Dr. Sampedro’s departure marks a transition rather than an end. By linking international expertise with local academic and industrial networks, the Balik Scientist Program continues to transform raw research into commercial realities and robust biosecurity. As Dr. Sampedro shifts his focus to regional AI initiatives and DOST scales its technology hubs, the blueprints established during this six-month engagement will continue to drive the Philippines’ digital and economic transformation.
