Belgica: Stella Quimbo should face probe to shed light on anomalous flood control projects

Former Presidential Anti-Corruption Commission (PACC) chairman Greco Belgica stressed that former Marikina 2nd District Rep. Stella Quimbo should be invited to the flood control investigations and budget hearing to help shed light on alleged anomalous flood control projects.

Belgica pointed out that Quimbo’s voice is critical to the investigation, as she was a member of the bicameral conference committee and served as vice chairperson of the House Committee on Appropriations during the deliberations on the 2025 national budget.

She later became committee chairperson after the resignation of Ako Bicol Party-list Rep. Zaldy Co. Quimbo was also part of the so-called small committee, where alleged insertions in the 2025 national budget were said to have occurred.

“Why is Stella Quimbo absent from the flood control investigations and budget hearing? The ‘blank items’ in the 2025 GAA and the diversion of billions in flood control funds happened on her watch,” Belgica said.

“These funds, meant for Metro Manila flood projects, went to unspecified district initiatives instead. This budget has been labeled the most corrupt ever. Her voice is critical to the investigation,” he added.

Former Justice Secretary Silvestre Bello III earlier dubbed former House Speaker Martin Romualdez and former Appropriations Committee chairperson Stella Quimbo as masterminds of allegedly anomalous flood control projects.

Bello lamented that investigations and complaints have primarily targeted contractors and Department of Public Works and Highways (DPWH) officers, while allegedly overlooking congressional leaders whom he believes orchestrated the scheme.

“Who do you think is the mastermind in this scam? Zaldy Co lang ito? Speaker (Romualdez) and iyong si Stella Quimbo. Iyan ang mga mastermind diyan,” Bello said.

Based on records, Quimbo had four infrastructure projects in her district. She also allocated P950 million to transform Marikina Polytechnic College (MPC) into a “Smart Campus.” The project went to Sunwest Construction and Development Corporation, a company linked to Co.
