July Tangere 2025 Senatorial Preference Survey reveals Bam Aquino and Pia Cayetano are the Biggest Gainers  

With the announcement last June 25, 2024 that Former President Rodrigo Duterte, Mayor Baste Duterte, and Congressman Paolo Duterte are all planning to run for Senate in the 2025 midterm elections, a notable 4.5% decline in his voter preference was recorded for the former president (50.88% last June to 46.33% for July) and a 2.08% decline in voter preference for Cong. Paolo Duterte was also recorded (25.00% last June to 22.92% for July). The former president continued to leverage on the support of the entire regions under Mindanao, however voter preference in Southern Luzon and Bicol Region are trending directionally downwards.

Effect of the announcement on Duterte allies

Senator Bong Go received a 4.58% drop in his voter preference. The decline is driven by voters aged 18-25 years old and for voters residing in Southern Luzon, MIMAROPA, and the Bicol Regions. The senator continues to remain in the Top 5 due to strong voter support in Mindanao and voters aged 36 to 50 years old.

Senator Bato Dela Rosa received a 3.84% decline in his voter preference. This is driven by voters aged 18-25 years old. The senator remained statistically tied for 12th place due to strong support from voters aged 36-50 years old.

Five candidates statistically tied for 12th place

Three incumbent Senators, One Former Senator, and a Former Vice Presidential Candidate are tied statistically for 12th place , namely the following: 

Senator Bong Revilla whose main strength are voters aged 26-35 years old (but with lower voter preference amongst voters aged 51 years old and above); Senator Francis Tolentino who is polling high in Southern Luzon but trending directionally lower in NCR; Senator Bato Dela Rosa; Social Media Personality Doctor Willie Ong who is trending directionally higher in Southern Luzon and NCR and trending directionally downwards in Central Luzon; and Former Senator Bam Aquino, who is one of the top gainers for July together with Senator Pia Cayetano, after posting an increase in voter preference in NCR (but with lower voter preference in Mindanao).


Dark horse candidates

The following candidates have increased their voter preferences the past seven (7) months: 

Las Pinas Congresswoman Camille Villar started the year in the bottom 40 of the 2025 Senatorial Candidates and now has gone up to 27th place. Reaching out to voters aged 18 to 35 years old could lead to an increase in her voter preference.

Makati Mayor Abby Binay who went up to 14th place last May (statistically tied for 12th place). The Makati Mayor continued to leverage on the support of voters aged 51 years old and above, and for voters residing in Metro Manila. Reaching out to voters residing in Visayas and Mindanao where voter preference is the lowest could lead to an uptick in her voter preference.

DILG Secretary Benhur Abalos who continues to leverage on older voters and voters within Metro Manila. Improvement in his voter preference from the lower income class and voters aged 26-35 years old could lead to him finally breaking the Top 20 list.

Leyte 4th District Representative Richard Gomez who went up to 16th place last June. The Congressman and former Actor continued to leverage on voter preferences from the middle and lower income class voters. Improvement in his voter preference in CALABARZON could lead him back to the Top 15 list of candidates for Senate.

Top 12 for July 2024

Congressman Erwin Tulfo maintained his lead in the 2025 Senate Poll conducted by Tangere with a 56.25% voter preference. Congressman Tulfo continued to leverage on the support of NCR, Southern Luzon, and Central Luzon, and the middle income and lower income classes. However, a notable decrease in his voter preference in Mindanao was recorded.

Following closely at third and fourth are former Senator Tito Sotto with a 44.54% voter preference, and Senator Pia Cayetano with a 43.13% voter preference, continuing to rise in rank after posting a notable increase in NCR and Southern Luzon. Broadcast Journalist and Media Executive, Ben ‘Bitag’ Tulfo ranked number six with a 40.63% voter preference.


Rounding up the Top 12 will be Senator Imee Marcos (7th ) with a 39.67% voter preference, Senator Lito Lapid (8th) with a 36.79% voter preference, former Senator Manny Pacquiao (9th) with a 35.71% voter preference, former Manila Mayor Isko Moreno Domagoso (10th) with a 35.00% voter preference, Former Senator Ping Lacson at 11th place with a 33.67% voter preference.

The survey, conducted last July 10-13 2024, was administered via a mobile-based respondent application with a sample size of 2,400 participants (+/- 1.96% Margin of Error at a 95% Confidence Level) using a Stratified Random Sampling method (Quota Based Sampling). The proportion was spread throughout the Philippines with 12 percent from NCR, 23 percent from Northern Luzon, 22 percent from Southern Luzon, 20 percent from Visayas, and 23 percent from Mindanao.
